Update STORAGE.md
**Changes made:**

- Added descriptions
- Placed all Base64 related links next to each other for clarity
- Removed [Online UTF8 Tools](https://onlineutf8tools.com/), freemium (https://prnt.sc/I_fmTv41S-np) and doesn't have anything that isn't already covered in starred sites
- Removed [DenCode](https://dencode.com/), site is overall pretty janky since it automatically does every encryption/decryption possible at the same time and ciphers are broken, most stuff doesn't even have a decode option and it doesn't contain anything starred sites don't already have
- Removed [age online](https://age-online.com/), only one encryption method which is pretty weak and the project was last updated a year ago, doesn't appear to be maintained anymore
- Removed [Enigma machine](https://observablehq.com/@tmcw/enigma-machine), it's a cool way to show how the enigma machine worked but a tool used for encryption 100 years ago is obviously in no way practical to use now. This is more of a historical outlook on the very start of cryptography as a science, which is imo too niche to keep and it was last updated 4 years ago
- Removed [Encode/Decode](https://toolbox.googleapps.com/apps/encode_decode/), only a few encryption/decryption methods and nothing unique
- Removed [Universal Cyrillic decoder](https://2cyr.com/decode/?lang=en), max size is only 100KiB, site is very unintuitive and unreliable, hasn't been updated in 2 years
- Removed [Motobit](https://www.motobit.com/util/base64-decoder-encoder.asp), only has base64 encoding/decoding and the site looks awful
- Removed [Base64 encoder & decoder](https://www.64baser.com/), just a standard base64 encode/decode, doesn't have anything different from the starred base64 site
- Removed [URL Encode/Decode](https://www.url-encode-decode.com/), has less options and less intuitive UI than the other URL encode/decode site we have


- Removed [EmojiBatch](https://www.emojibatch.com/), only has the default emojis and provides no further information about them
- Removed [Emoji Cheat Sheet](https://www.webfx.com/tools/emoji-cheat-sheet/), doesn't have anything that isn't already covered by emojipedia + bloated with SEO BS
- Removed [PicMo](https://picmojs.com/), no longer maintained
- Removed [GetEmoji](https://getemoji.com/), copy of Emojipedia with way less features and nothing unique
- Removed [GenieEmoji](https://github.com/virejdasani/Geniemoji), dupe and wrong name
- Removed [Emotes Everywhere](https://kellphy.com/projects/kee.html), dead
