Subject: [PATCH] Update File-Tools.md to reflect FileDitch changes from 15 GB
 to 1 GB

File Ditch was recently DDosed by a massive influx of large uploads due to a script (https://autocompressor.net/blog/discord-clip-uploader).

Feel free to put that as a side note for File Ditch
